Pete Hines the Vice President of Marketing at Bethesda was discussing Fallout 4 with IGN when the topic of mods and modding tools came up, Pete has gone out and that Bethesda’s “entire focus is on finishing the game” rather than looking into mods.
Since modding tools for most of Bethesda’s games such as Skyrim, Fallout 3, and Oblivion all were available post-release so this is quite strange for Bethesda to take this course of action. Pete Hines gave quite a good response to the modding tools not being available until next year, here is what he said:
“Nobody cares about mods if the game sucks, this has always been our philosophy. We shift energy to construction tools, the creation kit, and all of that stuff once the game is done, and we start to figure out what all of that is going to look like.”
Hines continued to talk about the modding system and gave a confirmation that the system hasn’t even been built and won’t be out until next year sometime.
“The idea is that [the tools] will work on all platforms, but the truth is the system doesn’t exist, it’s still being built and worked on and it’s going to take awhile. It’s going to take clearly into next year because we can’t even start it…”
